When Confucius is in State Wei, Ran You drives the chariot for him. The Master says, “Your state is really populous.” Ran You says, “Yes, we have enough population, but what shall we proceed to do?” The Master replies: “Help them to lead an affluent life.” Ran You asks: “When they enjoy wealth, what shall we proceed to do next?” “Cultivate their virtues and enlighten them with knowledge and wisdom.”

A governmental endeavor should be dedicated to the promotion of physical comforts and affluence for its people. Then immense value should be subsequently attached to the education of its people, with civilized ideas, extensive knowledge and popular and profound wisdom.
